Kevin Flanagan

Kevin Flanagan returned to the Belmont County Prosecutor's Office in 2013 as our Chief Assistant Prosecutor after 12 years in private practice. Kevin first joined the Prosecutor's Office in 1995, handling many of the felony cases for the county. During his tenure, he has tried a multitude of criminal and civil cases and now handles many of the more serious cases through our office.

Over the years he has done plantiff's work for the law offices of Cassidy, Myers, Cogan & Voegelin and Gold, Khourey & Turak. Even while in civil practice, Kevin handled many special prosecution cases for the State of Ohio. Also, during his time as a civil attorney, Kevin sat as an Acting Judge for the county courts in our county.

He graduated from Ohio State in 1991 with a BA in Journalism and a specialty in Public Relations. He received his Law degree from the University of Toldeo in 1994 and has been a life long resident of Belmont County.

Helen Yonak

Helen was born in 1955 in Canton, Ohio.  She moved to Beallsville, Ohio where she graduated from Beallsville High School in 1973.  She went to Wheeling Jesuit College and graduated Summa Cum Laude majoring in Liberal Arts and Political Science in 1991.  Helen then graduated Cum Laude from Capital University Law School, Columbus, Ohio in 1995.

Professionally, Helen practiced with the law firm of Banker and White until coming to the Belmont County Prosecutor’s Office in 1997.  She has been the prosecutor for Western Division County Court and Common Pleas Court since then.

Helen is married to David Yonak and lives in Centerville, OH.  She has two sons, Steven and his wife Lori, and David.  She also has 3 grandchildren.

Scott A. Lloyd

Scott was born in 1963 in Joplin, MO., moved to Overland Park, Kansas, and then to Pittsburgh, PA where he attended Bethel Park High School.  From there he went to Slippery Rick University and graduated with a B.S. in Psychology in 1986.  Scott then obtained his Juris Doctorate from Capital University Law School, Columbus, Ohio in 1990.

Professionally, Scott has worked for the United Mine Workers, the Ohio County Prosecutor’s Office, and was a partner in the Law firm of Lancione and Lloyd in Bellaire, Ohio for many years before coming to the Belmont County Prosecutor’s Office in 2006.

Scott is married to Tracy Lloyd and lives in St. Clairsville, OH, with their two sons, Spencer and Zachary.
